General Minimum Requirements
The general minimum requirements for working with the OSCE are:
-Excellent physical condition
-Possession of a valid automobile driving license and ability to drive using manual transmission
-Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
-University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
-Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
-Demonstrable organizational, communication, analytical and interpersonal skills

Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
-Advanced degree in a relevant field

Experience:
-Minimum 6 years of relevant professional experience

Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
-Advanced university degree in law, political science, international relations or equivalent professional experience
-Knowledge of good governance principles, in particular, familiarity with the European Charter of Local Self Government
-Knowledge of international human rights standards and community rights
-Management experience and team-building ability
-International field work experience in monitoring, reporting and policy-making
-Strong analytical and problem solving skills
-Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
-Cultural sensitivity and judgment
-Flexibility and ability to work under pressure and within limited times frames
-Professional fluency in the English language and the capability of drafting documents under pressure and within short deadlines
-Ability to operate Windows applications, including word processing and e-mail

Desirable:
-Experience in project management
-Knowledge of one or more local languages
-Knowledge of the regional political situation and legal system of the Mission area
-Demonstrated negotiation and/or conflict resolution skills

Tasks and Responsibilities
Under the direct supervision of the Director of the Regional Centre (RC) and the Deputy Director of the Democratization -Department, in coordination with the Field Co-ordinator, the incumbent works within the Regional Centre in Gjilan/Gnjilane.
The Senior Democratization Officer:
1. Forms the management of the Regional Centre, together with the Director of the RC and the Senior Human Rights Officer;
2. Liaises with the management of the RC on all monitoring activities in the area of responsibility;
3. Performs specific monitoring tasks in relation to local good governance, human rights and other issues as assigned;
4. In close co-operation with the Senior Human Rights Officer, supervises programmatic staff in the RC as assigned;
5. Executes and supervises the implementation of monitoring instructions received from the Headquarters through the Director of the RC in close co-operation with the Senior Human Rights Officer;
6. Compiles regular reports on activities of all staff of the Department located in the RC, and submits those reports to the Director of the RC and to the relevant staff of the Department in Headquarters; drafts spot reports upon request of the 8. Director of the RC or the Department.
7. Ensures close co-ordination and co-operation with Field Co-ordination in the Headquarters to ensure fair utilisation of capacities in the field; responds to requests of the Department and ensures realization of tasking requested by programmatic Sections;
8. Facilitates the work of other professional and support staff of the Department in the RC;
9. Assists and co-ordinates the implementation of projects in the field;
10. Performs other duties as assigned.
