General Minimum Requirements
The general minimum requirements for working with the OSCE are:
-Excellent physical condition
-Possession of a valid automobile driving license and ability to drive using manual transmission
-Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
-Demonstrable organizational skills
-Proven ability to communicate effectively, both orally and in writing
-Demonstrable interpersonal skills and documented experience in negotiations
-Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
-Negotiating experience, preferably in the area of monitoring operations and/or related activities

Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
-Advanced education/certified training course in a relevant field desirable

Experience:
-Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
-Advanced university degree in law, political science, international relations or other related fields
-Sound knowledge of international and regional human rights standards and community rights
-Sound understanding of the main functional areas of the Mission's mandate
-Proven management and leadership qualities including ability to establish and maintain effective working relationships with people of different national and cultural backgrounds
-Proven experience in management of projects and budgets
-Proven ability to communicate effectively, both orally and in writing
-Strong analytical and problem solving skills
-Cultural sensitivity and judgment
-Excellent written and verbal presentation and communication skills in English
-Demonstrable interpersonal skills and documented experience in negotiations
-Flexibility and ability to work under pressure and within limited times frames
-Ability to operate Windows applications, including word processing and e-mail

Desirable:
-Knowledge of the regional political affairs and legal system in the Mission area
-Working experience in senior level leadership positions in any of the following environments: diplomatic, civil service, non-governmental organizations, international organizations or operational Missions
-Demonstrated negotiation and/or conflict resolution skills
-Knowledge of one or more local languages

Tasks and Responsibilities
Under the direct supervision of the Director of the Human Rights and Communities Department, the Senior Human Rights Officer/Head of Regional Office will be assigned with the following duties:
-Performs specific monitoring tasks in relation to community rights, property rights, non-discrimination issues and other human rights concerns as assigned;
-In-charge of the implementation of the monitoring instructions received from Headquarters
-Drafts spot reports and compiles regular reports on activities of all the staff of the Department located in the Regional Office;
-Co-ordinates and co-operates closely with Field Co-ordination in the Headquarters to ensure fair utilization of capacities in the field;
-Facilitates and directs the work of other professional and support staff of the Department in the Regional Office in line with instructions received from the Headquarters;
-Assists and co-ordinates the implementation of projects in the field;
-Performs other duties as assigned

Moreover, the Senior Human Rights Officer/Head of Regional Office will serve as the representative of the Head of Mission in the field and is additionally assigned with the following duties:
-Advises and reports to the Mission Management in the Headquarters on all activities undertaken within the Regional Office's area of responsibility and on the political, policy, legal and civil-military implications which might influence the Mission policy implementation;
-Liaises with the local interlocutors and key international civil, political and military authorities operating within the -Regional Office's area of responsibility, as required;
-Implements established OSCE policies for the overall safety, security and protection of all Mission personnel and material assets within the Regional Office;
-Develops and implements the overall strategy for Regional Office's co-ordination in accordance with the Mission priorities;
-Supervises the contextual and political reporting of the Regional Office staff;
-Performs other duties as assigned
